To obtain Pointed Scales, you must kill either Nightshade Monitors or Shardshower Monitors.
Nightshades are found in Akikure Canyon, while Shardshowers are native to Fuyufusagi Fort.
Fortunately, you could use the map to spot small Kemono such as Monitors.
